STANDARDS
English as a Second Language

Introduction

The purpose of the English as a Second Language (ESL) program is to assist Limited English Proficient (LEP) students obtain academic English language proficiency. It provides assistance and support so that LEP student English language (listening, speaking, reading, writing, and comprehension) is sufficient to learn the content required to obtain academic success in an all-English classroom. Districts use many different methods of instruction and curricula to achieve this purpose. LEP students who exit the ESL program must achieve “approaching standard” on the state’s Adequate Yearly Progress (AYP) assessments.


The State’s ESL standards are the basis for its ESL instruction, assessment and professional development. The State, through the districts, administers the English Language Proficiency Assessment (ELPA) annually. It determines the English language proficiency of each LEP student. It is a language, not an academic assessment. Scores determine the LEP student, school’s, district’s and state’s progress. Progress is measured and reported in achieving Nevada’s Annual Measurable Objectives (AMAOs) as directed in Title III of the No Child Left Behind Act (NCLB) of 2001.

The State uses the LAS Links (Language Assessment Scales - Links) assessment published by CTB McGraw/Hill as its ELPA. The State also uses a locator test published by CTB McGraw/Hill as its initial placement assessment. Information on these two assessments will be placed under “Assessment” on the State’s web page in the near future.
